  Install it somewhere... say /usr/local/openssl-0.9.7c/

  Tell FreeRADIUS about it at "configure" time (use the CVS head).
Watch the output of "make" to ensure it's using that OpenSSL, and not
any other.

  At run-time, look at "scripts/rc.radiusd" in the CVS head, and set
the LD_LIBRARY_PATH. etc. to point to /usr/local/openssl-0.9.7c/.
That will ensure FreeRADIUS links against THAT OpenSSL, and not any
other.
