Sounds like something is already using the port. You need to find out
what it is and stop it. Check /etc/rc.d/rc3.d and see if there are two
links to radius servers. Could be the first one is being started and the
second instance fails because the port was bound.
According to his email he did not stop the running daemon process prior
to running the server in debug mode, that would explain the already
bound port.
