The LICENSE file contained in the freesurfer release is a Software License Agreement and has nothing to do with the license file required to run the freesurfer program.
To get a license file, please go to our registration page and a license will be emailed to you. Just copy the correct portion of text into a file called .license or license.txt and place it into your FREESURFER_HOME directory.
