Sounds good. Since the config.h stuff doesn't hurt anything I guess I'll
wait until we're ready for a new release before making both the commits.
Another question, I have one if(MSVC)... section in the FreeDV cmake
config when I was trying to mimic what was going on in Makefile.win32, I
assume that since we're sticking with mingw that this can be dropped as
well.
