I'm not sure about Fedora, but in Debian autoreconf is often done in
order to apply patches. And in sometimes "just because we can" (and to
make sure we can. So if any future bug fix would require a change to
the sources of the generated files, we know our toolchain can generate
them).

OK. I stand corrected. I made that assertion as I knew EPEL did not replace
existing packages.
