Yes, definitely. There are (at least) two different ways to create a basic BTS 
with Drupal, and there are numerous ways to extend it (eg. with notifications, 
workflows, etc).

Yes, that's why I haven't started it by myself yet.

Two more things: nowadays about half of my living comes from Drupal-related 
services, and one of my recent tasks was a BTS (with notifications, attached 
files, access control across multiple projects, etc).

I don't say it's easy to switch to Drupal. I do say, though, that it would be 
much easier (and safer) to use/administer Drupal. Er, did I mention it does 
support multi-language/translatable news for the frontpage, so we won't need 
to fiddle with XML any more? ;)
