I didn't fully read the code yet but I have 2 remarks for now.

* For me it's a -Q suboptions.
* It chould conflict with root change options.

Otherwise it's quite a cool option.
It may even might be cooler if usable to automate some restart/stop
services/daemon/system requests on upgrade/uninstall and therefore
simplify the .install scripts. Or even do a simple warning to the user.
