Phone companies _are_ different.  They're common carriers.  This gives
them a lot of immunities (eg, the above exmaple), but it also gives
them a corresponding lot of shackles.

The consensus I've seen whenever it's been discussed is that we (FWVO
"we") do _not_ want ISPs to become common carriers.
