Um, no.

That's like letting fire insurance lapse, and then calling up the
insurance company asking to reinstate it as you are standing outside in
your pajamas watching your house burn down. Like insurance, OnStar uses
the money from people who DON'T need the service to pay to support those
who DO need it.

Any way you crunch the numbers, the "reinstantiation" fee must be
prohibitively high, or everyone would let their service lapse until they
needed it.

Much cheaper to simply throw a rock into a window.
