Why try it again with heightened vigilance surrounding air transportation? I'd expect to see something like cyanide mist deployed around a city and in subway stations during rush hour; or an infectious agent added to the water supply where a water main enters a city. You can't defend against all threats in all places, so its probably best to repair relations and outlaw religion. Spend the money on de-indoctrination so everyone can get along.
