If the family (in vertical line, i.e. parents or children but not siblings)
has enough money, then it must pay, else the community (welfare office) does.
If the family refuses to pay, the community can sue and enforce payment by
court order.  However, in some regions/cantons, the communities abstain from
sueing, i.e. the welfare office jumps in.
