IPSO behavior from the Nokia Support site:

For two hosts communicating across a path of multiple networks, a
transmitted packet will become fragmented if its size is greater than the
smallest MTU of any network in the path. Since packet fragmentation can
result in reduced network performance, it is desirable to avoid
fragmentation by transmitting packets with a size is no greater than the
smallest MTU in the network path. This size is called the path MTU.

Solution:  When routing a packet that exceeds the MTU, IPSO will generate
ICMP Fragmentation Needed messages indicating the appropriate MTU to use
within the ICMP message.

So It may be that the MTU need to be increased on the Nokia box, but only to
negate the effect that the offending sites are creating.
