If it is not anywhere in the documentation, nor Nokia support know anything about it, how could those PE guys be so sure it is supported? I guess the deal here is Nokia just assumes you will run NGX over any IPSO 4.1 platform and so you should not take the risk of trying to run NG FP3 because most likely if something really bad happens you won't get support. Sure you can try to install NG FP3 over those great IP560 boxes (I agree on the fact they are excellent) and I don't see why you would get any issues, but is almost sure you would be doing so at your own risk, which is a fact to can use to discuss with your PE guys.
