  I am interested in where  you obtain this information.  I spoke to Nokia 
Product Line Support
  (PLS) and they told me that they have heard of no such thing.  Furthermore, 
I've tested this
  in my environment on a pair of IP740 with 60Mbps of VPN traffics and CPU is 
at 20% idle
  and I get 0% packet loss.

But if you did not intend to work towards a solution then feel free not 
not to reply or not to act on the suggestions. I am not the one having a 
problem.

Debugging with your load figures will not work. That is likely to add to 
your problem.
