 I am interested in where  you obtain this information.  I spoke to Nokia 
Product Line Support
 (PLS) and they told me that they have heard of no such thing.  Furthermore, 
I've tested this
 in my environment on a pair of IP740 with 60Mbps of VPN traffics and CPU is at 
20% idle
 and I get 0% packet loss.

 Can you point me where you get this information?  Thanks.

Field experience with NGX installations. If the CPU averages at around 40% idle you start to get odd things going on.

On paper it should still work but my experience on several Nokia's with customers tells me otherwise.

Chasing odd problems is not something you want to do full time.
