You would have to download IPSO from Nokia.  Installing it is not easy. 
I have never tried to recover from a complete HD failure, but I imagine
it can be done, using another unix-like system (such as FreeBSD or
Linux).

When you download the OS from Nokia, you can also download a "boot disk"
which is a floppy image (1.44MB).  If you use a raw disk tool such as
"dd" to copy this image to the beginning of the HD, it should allow you
to boot the Nokia appliance and run the INSTALL command, which will
allow you to connect to the network and download the full IPSO image
from a local FTP or SCP server.

You do need access to Nokia's support files in order to even attempt
this.  If you don't have access, or if you hadn't downloaded the IPSO
bundle at some point in the past, you won't be able to proceed with
this.
