A hub will not allow you to operate 2 T1 links. with 10 Mb/s half-duplex you can not sustain 2 * 2 * 1.5 MB/s. The obvious things I would like to see are network diagram, IP addresses and routing tables from each device. Then make sure your policy actually allows to do whatever you think you are doing.
