There is a CP sk on the error 'the converter failed to convert the policy"
which recognize log file corruption as one of the reasons and suggest
cleaning $FWDIR/log dir. Do a 'cpstop', either delete or move the contents
off $FWDIR/log, 'cpstart'. This should have done right after you got the
error before losing Security and NAT tabs but try them any case even now.
Recovering Security and NAT tabs would req additional steps - but it may
help if you rename $FWDIR/conf/applications.* files and $FWDIR/conf/CPMI*
files in 'cpstop' state and then do a 'cpstart'
