R70 is not listed here but you can look at the release notes for the min specs 
for R70, which you should probably double,

There are a lot of variables that come into play when you evaluate hardware.

In addition to number of users, bandwidth, VPNs, there's also IPS,
Anti-Virus, Malware that come into play should you choose to activate them.
Your best bet is to ask your VAR or contact a CP support partner to assist
you in assessing your needs

How can we find out the hardware requirements of an  SPLAT or Windows
R65/R70 installations that will meet our enterprise?  If we have a
current installation/hardware how can we find out  if we will need an
hardware upgrade/change by the time somethings change (number of
users, bandwith etc).? What are the metrics (performance) for these?
