Yes it does require the blade licenses, I did the free migration currently offered by Checkpoint to get to the blade licensing. I think R70.x can use the R65 licensing for now but R71 requires the blade licensing.
It's a very confusing time right now with the Checkpoint products for both gateway and clients.
