When you try to login what does the fwm process do? Rum vmstat or top and see if fwm consumes the CPU or if swap is being utilized more than usual. If you run a tcpdump do you see reset packets or just a lack of response? If the later, is the timeout from the smart Center or the client?
On another note, why are you using a utm-276 for management? The 276 is a basic basic box. IMO, it should be at remote sites with limited blades enabled.
