I would suggest eliminating your policy as the culprit by typing fw unload
localhost at the IPSO command prompt. This unloads any running policy, but
leaveds the Firewall running. Then attempt to connect via the policy editor.
You might also want to type in fw stat, to see what policy your Nokia is
actually loading. If the policy is defaultfilter, then your not getting your
defined policy pushed into the box

Have you completed the "host address assignment"
section under voyager and made sure that the host
name, machine name and external ip address all agree
with each other? Failing that make sure that you the
ip you are trying to access the firewall from included
in your gui-clients file.
