After going through all these complex steps, I think I have answered my own question.
$srchstr = str_replace("/", ",", (string) $request->getParam('srchstr'));
solved all my apache mod_rewrite problem without implementing Filters.
I guess it is not possible to implement Filter while using GET and
Request.
