Generally, this happens when OS X system files have been moved or trashed 
accidentally. There are a few other causes, such as NVRAM corruption. If 
you can't find the OS X system files and restore them to their places, 
reinstalling OS X is the only option. This is a bugger if you've upgraded,
  because that essentially means erasing the drive.
