ive got 10.2.8
does the terminal have a built in c++ compiller?
and if not does anyone know of one i can download thet works well??

There are fine Developer Tools with Mac OS X. When installed, you get the c++ compiler. You have an install DVD, do a custom install of the Developer Tools; if you have the OS on CDs, one of them will have them. After that, just type
c++ -o myfile myfile.cpp (or whatever you need) to compile.
