Make it out of aluminum. You want a material with a low thermal resistance. Copper is even better. You want the piece to mate with the heat generating surface on the CPU and the heat absorbing surfaces of the computer frame. The thicker the metal and the more material that touches the CPU and frame the better. Copper has an even better thermal conductivity, but is both heavier and more expensive. Steel is a poor heat conductor relative to copper and aluminum.

Steel comes to mind as being the most "cool" metal I know of. Is that a
