Did you also try "Full Keyboard Access"? It's in "Keyboard and Mouse" system
pref pane.


It works well except for the dumb, 2nd citizen class Carbon ports (IOW, it
works for Cocoa apps)...

I have it on all the time. But maybe I'm missing something crucial?

Let me give you an example. In Photoshop there's an option called "Image Size..." in "Image" menu. It does not have a keyboard shortcut.

On Windows, I can press Alt-I and then I to chose it. It's quick and efficient.

On Mac OS, the best I can do with keyboard is pressing Ctrl-F2 (awkward), then right arrow a couple of times, then I, then Enter. Effectively, it's easier to use the mouse.

Is there an utility that'd let me do the Windows trick on Mac OS?
