Near as I can tell, due to her being on a cable modem connection, after she updated by CD to 10.3.4, the Mac downloaded and installed the 10.3.8 update before my mom really knew what was happening. That or the other update seem to have really trashed that partition's permissions beyond Disk Utility's ability to fix. There really just was no Finder, and nothing we tried would get one going.
Fortunately there was another empty partition on the hard drive, so I had her install a fresh 10.3.4 on that, and after a lot of work changing ownership of her old files (from Unknown and Staff and You Have No Access), we got her mail database and documents moved over and working. So we're up and running again now with a fresh install.
Oh dear.
The easy way to avoid that was to boot from the Panther CD and do an Archive & Reinstall installation; that completely replaces the System folder, and replaces all the Apple apps, but keeps all your user information intact. Takes about an hour on a sufficiently fast computer...
