I don't know if you follow any of this, but evidently both MS & Intel write code to make their servers work slower and less reliably with other manufacturer's hardware. This is one of the main contentions in the AMD-Intel lawsuit that's ongoing.

Nothing to do with Intel.  Nothing to do with hardware.

MS modified the standard html handshake that occurs between your browser and their web server product. Essentially, they changed one packet and eliminated another - streamlining the connection process. If the browser recognizes this modified exchange quickly (only IE does) then the server is able to establish the connection faster and marks it as being "with IE". If the browser doesn't recognize it (not IE), then after a time-out, the connection is established normally. This time-out has the "effect" of making non-IE browsers seem slower. (Remember that your browser may open multiple/dozen connections to a server, based on your preference settings).

Depending on how the server administrator sets things up, they can lock out non-IE users at that point or they can slow down others, or they can prioritize IE users, or ... well, many things :)

While this may seem like a sleezy tactic on MS' part, it should be noted it's all controllable by the local server administrator.
