9.1 has more features but 8.6 is a lot more stable. At least it was for me -- the constant crashes during the brief period I used OS 9 were a major incentive to move up to X.

iCab -- it's fast and nimble. But keep a copy of Explorer around just in case.
Which e-mail client?
Outlook Express -- loads of features, including the capacity to manage multiple accounts, no annoying advertising as in Eudora, and FREE.
