I've seen the same behaviour on a Beige G3/233 after someone wiped its PRAM
using TechTool & tried restoring it (using TT). The startup delay persists
to this day (I don't use that computer so I've never had incentive to sit
down and fix the delay) and doesn't do much other than delay startup. I
_don't_ think your problem (or the G3/233's problem) is HD related. Chances
are that you'll experience the same delay even if you disconnect the HD from
the IDE bus (you could try this to see what happens). It's probably the RAM
test gone awry or the PRAM doing funny things.

Disabling or enabling control panels/extensions will do _nothing_ to affect
the boot sequence (the delay occurs BEFORE the OS is loaded). You may want
to try the CUDA reset switch (ask Beige G3 owners here for help on where to
find CUDA switch and how to use it if you don't know how).
