I just had a thought -- perhaps if you go into the "Users & Groups" tab you
can open the icon for the "owner" of the computer and set the "Allow user to
change password" option.

Otherwise, I'd suggest opening up the Preferences folder and deleting
everything related to FileSharing (the folder and the "File Sharing CP
prefs" file) and restarting.
