Some of the window display functions are offloaded onto the OpenGL accelerator on your graphics card. Since most people never use the OpenGL hardware acceleration capability in their machines to the max, they won't notice this. PCI-66 is just about on par with 2xAGP. But PCI doesn't provide access to main memory for texture storage, while AGP does. Since juggling textures, texture memory is of paramount importance to Quartz Extreme. I suspect this is the reason Apple chose to disable QE on anything but AGP machines.
