I had this problem in OS 9 (not X).  It seems to have to do with the fact that
the system can't allow more than one active system folder in a partition.  I 
The "blessed" folder appears with a happy face on the icon.  

So my experience was that I had to get a blessed sysstem folder (not my huge
boot system) on the cd.  I could have put one on a non-system partition, but
instead, I created  disk image using the disk copy utility.  I assembled the cd
there and used the copy utility of toast to burn the cd.  Since the system
folder I put on the virtual disk was the only one, it was "blessed."

I think the details are correct, though I'd bhe glad if someone made it more
clear.

This is actually quite simple and it always worked for me.
