SUCCESS! I was finally able to burn a bootable CD using the method below,
which is Bonnie's method by way of Tim, using both Disk Copy and Toast. I
have to conclude that Toast 4.2.1 either isn't capable of creating a disk
image all by itself, or else I just can't figure out how to get it to do
it.

No matter now. By using Disk Copy to create a blank disk image, then
filling it up with the utilities I wanted as described below by Tim, and
finally using Toast to turn it into a bootable CD and burn it, I got a
bootable CD that works very well. In fact, it's better than what I was
trying to make originally, because I didn't just end up with a bootable
copy of TechTool, I got a bootable CD (using a System Folder taken off of
the TechTool CD) that also contains several other utilities such as
DiskWarrior, Disk First Aid, Hard Disk SpeedTools, etc., all on the same
CD! It will be very convenient to use.

The only little glitch in the finished bootable CD, a very minor annoyance,
is that the aliases to the utility programs that I created on the CD don't
work. I just made these aliases so that I wouldn't have to dig into the
folders to find the apps, and instead could just launch them quickly with
the aliases. Trouble is, when I click on the aliases, the Mac asks me to
insert another disk or something, probably asking for the disk image back.
I tried burning another CD with the "Resolve Aliases" box checked in
Toast's Data window, to see if that would result in working aliases, but it
didn't do any good. So I guess you can't create working aliases on these
copy CDs. No big deal.

Once again I thank all who made suggestions. They were all good; the method
below just happened to be the one that rang the bell for me.
