I got this word for word in April of 2001 from Bonnie (thanks Bonnie!) and it
works for me EVERY time:

1) Use Disk Copy to create a 655 MB disk image--mount the image. Give it a
name or it will show up on your burned CD as untitled or something.

2) Copy the system folder from a known bootable CD ( I used the one from
Norton Disk Dr.) to the disk image.

3) Copy whatever additional files you want to the disk image (I added NDD;
TechTool 2.5; Disk 1st aid; drive setup 1.7.3; and Trash Desktop)

4) Insert a blank CD in your recorder

5) Launch Toast and select files and folders from the pull-down menu.

6) Click the Data button. Don't drag the files and folders to the window.
Instead, click "New CD". Name it whatever you want.

7) Click the "add" button, select the disk image you just made, click "Add"
and then "done"

8) Now move the System Folder you added in step 2 out of the folder and into
the root level of the new CD. (this will mean you now have 2 folders on the
CD: "Tim's Boot" or whatever you called your disk image, and "System
Folder")

9) Now click the "new folder" button and change the name of the new folder
that is created from "Untitled" to "Desktop Folder"

10) Click "done" and "write CD". Choose "write disk" (I've read you can't
make a bootable CD with "write session" but don't know for sure).
