Actually, it's not too difficult to block ranges of addresses using Apache (a common, probably the most common web server), or from the firewalls I've used. An admin might have turned off access to their web server from the common broadband places during one of the Nimda style worm blitzes... Hmmm.... I also seem to remember that @Home, the broadband that my mother used, was big on proxy servers- blocking those would be easy. Possible, but she's tried different browsers. I'd need more information to narrow down the problem. What is the actual protocol used, http or https? Is the base page of the server, i.e. http://www.example.org/ if the full URL be http://www.example.org/dir/page.html, reachable? If no page on the server can be reached, I'd suspect a connection problem, such as a firewall or misconfigured proxy server.
