I live in Eugene, Oregon and outside temperatures have been pretty warm the last couple of days (no house air conditioning) so I've been turning it off during the day while I'm at work. The fan goes through the same startup cycle when I turn it back on. I have it under my desk with a small fan moving air next to it and the fan noise doesn't bother me.
