1) Yes, many of us have been doing so for the past year.

2) Quartz Extreme is part of the OS, but not enabled for PCI graphics cards.

3) It's always there. To enable it, you can manually alter an entry in a particular .plist file to enable QE for PCI cards.

4) PCI Extreme modifies the .plist file for you.
