First thing--I don't care what everybody else says---in my experience sometimes chips go bad. In my experience they do it in an intermittant fashion (although I have seen a IIcx go up in smoke). So don't be afraid to just say the board is bad.
But, because I had a Starmax (also known as a tanzania) I always remember the CUDA switch. Before you push it, the battery (a good battery of course) must be in place and the machine plugged in. I hear all sorts of things about how long to hold it down and so forth--with a pencil eraser of course--but I suspect that a firm, deliberate push and release is adequate.
After that you can zap the PRAM.
