I certainly hope not, or else your ethernet port, and your Mobo, probably, is a crispy critter.
However, what it *sounds* like is that your power manager got all screwed up; the 'power light', an LED can remain lit from residual power in various capacitors for some time after the cord is unplugged.
This happened to me on a troubled G4, IIRC, letting it stay unpowered for a bit, hitting the reset buitton coule of times, then plugging it back in unconfused the thing.
