The file you found is probably the "Desktop DB" file and it is designed to stay hidden. Best off not opening or toying with it. The folder you seek is the "Desktop Mac OS 9" folder that gets installed with OS X to allow access to the icons there were on the DT in OS 9. This seemed to disappear in 10.2 altogether. Don't have a specific answer for you, except to say don't mess with the invisible file. It's not a solution to your problem.
