We had one of these do something similar to us trying to upgrade it to OSX. I could only get it to boot from the CD with a PRAM reset. I was getting a SCSI error, though.

Turns out that the hard drive was the only thing on the bus, and was set to Master. I struggled for a couple of days before I tried unsetting the jumper (making neither Master, Slave or Cable Select) and it booted right up no problems whatsoever.

Not quite the problem you're describing, but it's worth a look. Otherwise I'd suspect the PRAM battery.
