The answer is yes, but it's rather complicated (not that 10.2.8 isn't similarly complicated).
This topic would be more appropriate on the UnsupportedOSX list since Panther isn't supported on the Beige. You'd need XPostFacto to install Panther, and probably a PCI video card. There are many other small problems such as not being able to boot OS X from a 'slave' drive, which can really screw you up when trying to boot the installer CD. Look on the XPostFacto forums for specific BeigeG3 issues, and UnsupportedOSX for other issues. Here are links:
