If you're using OS X , you can try ffmpeg. It will encode in about a zillion formats. There's an authoring program called sizzle that will let you author dvd and vcdbuilder for authoring vcds.
If you have an apple supported dvd drive, import your movies into imovie and then burn using idvd. It's an excellent process that will encode in the background and does a good job, IMHO.
You can also encode and burn using toast 6. Seems veryyyyyyy slllloooowww.
For me, the most flawless is imovie and idvd.
