I agree with you (and James), this is really the only app you ever need 
when you're using OS X.

Yes indeed, but there is a possibility that if you have a 3.0 CD you can 
download the 3.0.2 CD updater, than 'image' the 3.0 CD, update it to 
3.0.2 and then burn it again with Toast, that's what I've done myself.

But indeed f.e. example if you get a G5 you have to get a new CD from them.

About the OS 9 thingy, you can always install OS 9 after you've 
installed OS X, *but* like Dan pointed out, if you've formatted the HD 
with Disk Utility from the OS X CD and you did *not* select 'Install OS 
9 drivers' (which by default is de-selected) there is no possibility to 
boot into OS 9. Unfortunately you have to start from scratch then. Or 
install OS 9 on another partition or HD which does have the OS 9 drivers 
installed, perhaps use the backup HD for that purpose?

BTW about the OS 9 apps, 9 out of 10 times you can just drag the apps to 
the 'Applications (Mac OS 9)' folder and they just work fine w/o using 
an installer. Works for most OS X apps aswell if you copy them into the 
Applications folder.
