Firmware updates are independent of OS; so yes, you need the Firmware

But no matter what I do, it always opens Classic and tries to install
it in Classic. Why would I want to install it in Classic (IOW, it will
not be available to OSX if Classic is not open, which it very rarely
is).
I have no direct experience with the firmware patching program, but I
am guessing that it is a Classic application, that is why it opens in
classic mode. It is PROBABLY safest to install it when running direct
from OS 9, but then again, I am a belt and suspenders kind of guy when
doing anything this low level on my computer.
What it is patching is the firmware of the Mac. This is, in simplified
terms, memory on the motherboard that tells the OS what hardware to
expect. Since it is in the hardware of the motherboard, and not writing
to a portion of the HD, it will be seen by all operating systems
running on the Mac, even if you start up from a CD or an external hard
disk.
