Okay, what is the primary drive? If an IDE, then X has to be installed on the first partition and that partition must reside in less than 8 Gb of space. Being as OS 9 is currently installed, I would say that is why Xpostfacto won't allow it to go on that drive. Not sure why it would let you install it on the second HD as it would not boot from there. Here is a thought, can you move the OS 9 system to the second HD and free up the first HD? If so, I would give booting the CD another try then. I know that getting OS X on a beige can be a hassle, but yours seems to go above and beyond the norm!
