I'm not sure on this, but I have a couple theories on why they dropped it. One is that perhaps supporting a power button on a USB keyboard made the keyboards non-standard USB, so they eventually dropped it in favor of the standard. Initially when they switched to USB they did have a power button, but it was shortly after that that they dropped it. The other theory is that they wanted to promote the notion of Mac OS X not needing to be powered off (instead put to sleep), and they felt that including the power button on the keyboard countered that notion, so they dropped it.
Again, these are just theories. I don't actually know why they dropped it.
