LOL! we used to live next door to the police station in Ossining.
(yep, 'up the river', home of Sing Sing) They had the volunteer FD
horn on their roof. Sounded like a giant gander being hit in the
private parts.
This has been an issue with VOIP services around the country, though,
and is currently an issue before the FCC. People have called 911 and
not gotten connected to anything; and in many places that's the only
contact for emergency services.
